Project Overview


Background

Sitra refinery, also known as Bahrain refinery, produces approximately 260,000 barrels per day (bpd) of crude oil and 40,000 bpd of low sulphur diesel. The refinery was established and developed by the Bahrain Petroleum Company (Bapco) in 1936 with an initial production capacity of 10,000 bpd. The expansion will increase the crude oil refining capacity to 360,000 bpd.

The residue conversion unit is the most important facility of the Bapco Modernization Program as it will process heavier crude types into lighter-grade products and help in making money to fund the remaining phases of the project.

Bahrain Petroleum Company (Bapco) will finance the project.


Additional Notes

About one-sixth of the crude originates from Bahrain Field, while the remainder is pumped from Saudi Arabia in pipelines extending 27 kilometers over land and a further 27 kilometers under the sea, before reaching the northwest of Bahrain. The refinery imports aproximately 85% of the crude oil from Saudi Arabia. It is connected via a 54 km pipeline to Saudi Arabia for pumping the feedstock. Bapco sells 8% of the production from the refinery to the domestic market in Bahrain and exports the remaining 92% of production to India, Middle East, Far East and other South East Asian countries, and to Africa.

It is still unsure whether all the construction units will be constructed simultaneously. Currently, it is planned that it will be done in stages from 2017-2020. However, the residue conversion unit is regarded as the most important project, as BAPCO will be able to use the money generated from this to fund further projects.

Eight companies are expected to be shortlisted for the FEED and PMC contract. Bapco has also revealed that companies will be able to bid for the FEED and PMC as one contract or as a separate contract.

However, it is worth noting that the company successful as a PMC contractor will not be allowed to bid for the engineering, procurement and construction (EPC) contract. But the successful FEED contractor will be allowed to bid for the EPC contract.
