Project Overview


Background

Kuwait Authority for Partnership Projects (KAPP) in partnership with Ministry of Electricity & Water (MEW) is in the process of executing package two of an independent water and power project (IWPP). The scheme will be located at the Al-Zour North Site on the Arabian Gulf coast 100 km south of Kuwait City.

Upon completion, package two of the gas-fired IWPP will produce 2,700 megawatts (MW) of electricity and 165 million cubic meters a day of desalinated water.


Scope of Work

The scope of work involves the development, design, engineering, construction, ownership, operation, maintenance and transfer of a power and desalination plant with a net capacity of 2,700 MW of power (Combined Cycle Gas Turbine) and net water capacity of 165 million gallons per day of desalinated water.

2,700 MW of power (Combined Cycle Gas Turbine):

  • Boilers & auxiliaries.
  • Cathodic protection.
  • Demineralized water plant.
  • Diesel generators.
  • Distributed control system (DCS).
  • Piping and substation.
  • Steam turbine generator units.
  • Related facilties.

165 million gallons per day of desalinated water:

  • Auxiliary boilers.
  • Chemical storage and dosing system.
  • Chlorination and re-mineralisation plant.
  • Potable water storage tank.
  • Seawater intake pumping station.
  • Related facilties.

The scope will also use natural gas as its main fuel and gas oil as back-up fuel. Gas and gas oil will be provided by the Electricity and Water Ministry. The desalination plant will use either a 100 per cent thermal process or a hybrid process. In the case of a hybrid solution, the capacity of the reverse osmosis plant is not to exceed 25 per cent of the total desalination capacity. 


Finance

Kuwait Authority for Partnership Projects (KAPP), Kuwait’s public-private partnership (PPP) body which was formerly called the Partnerships Technical Bureau (PTB), is overseeing the development of the scheme in partnership with the Ministry of Electricity & Water (MEW).

KAPP will oversee the creation of a joint stock company, which will build, operate and transfer (BOT) the project for an investment period of 25 years. The project company will sign an Energy Conversion and Power Purchase Agreement (ECPA) with the MEW.


Additional Notes

The plant is being built on a build-own-operate-transfer (BOOT) model with a 40-year power purchase agreement.

Consortium of Chadbourne & Parke LLP, BNP Paribas and Lahmeyer International will carry out the financial, legal and technical advisory services for the plant.

Nippon Steel & Sumikin Stainless received a contract from MEW to supply 4,300t of ASTM S32304 and S31803 grade duplex stainless steel plates for the integrated power and desalination plant.
